    Upon using the healthcare vouchers, Doctor B asked Resident A to present his Macao Resident Identity Card to verify if the signatures on both of them are the same.
  As the above mentioned, Resident A wants to know whether Doctor B breached the “Personal Data Protection Act”?

    In the absence of detailed information about the case, which the inquirer could have provided, GPDP can only make the following guidelines on the general requirements for personal data processing:
  In general, according to both the “Notes on using health vouchers” and “How to Use Healthcare Vouchers as Payment” set by the Health Bureau for the Healthcare Subsidy Scheme, when a user uses the vouchers for the payment of the medical fees, one should present his/her valid Macao SAR Permanent Resident Identity Card during the consultation at the private healthcare unit in order to verify the user’s signature on the voucher in accordance with one’s identity card. If Resident A wants to use the vouchers, then he needs to read the instructions on the “Notes on using healthcare vouchers”, which includes presenting his Macao SAR Permanent Resident Identity Card. The private healthcare unit has the legitimacy to process his personal data in accordance with Article 6 of the “Personal Data Protection Act”. If Resident A refuses to use the vouchers according to the “Notes on using healthcare vouchers”, including the refusal of presenting his Macao SAR Permanent Resident Identity Card for verification. The private healthcare unit could decide how to handle according to the relevant guidelines, including the refusal Resident A to use the healthcare vouchers for the payment of his medical fees.
